Iskraemeco has been selected as one of three key suppliers in one of Europe’s most ambitious smart metering initiatives, led by the Hellenic Electricity Distribution Network Operator (HEDNO). HEDNO (Hellenic Electricity Distribution Network Operator) is moving forward with the procurement of 2,760,000 next-generation smart meters and a new central Meter Data Management system, paving the way for the nationwide replacement of all meters with smart meters by 2030.
Already, HEDNO has received 600,000 next-generation smart meters. Based on the framework agreement and the first implementation contract signed May 28, 2025, the three project contractors are expected to supply an additional 2,760,000 new generation smart meters with HEDNO’s new specifications, along with the necessary middleware systems and Advanced Metering Infrastructure (AMI) software for managing communication, device control, and data collection from the meters. The new meters will integrate the latest global functionalities and offer enhanced communication features with sub-meters and Home Energy Management systems, as well as with water and natural gas meters, allowing for integrated energy management through new services for customers and prosumers.

The total quantity of next-generation smart meters included in the 1st implementation contract is distributed among the three contractors based on the outcome of the tendering process (negotiated procedure with prior publication of a contract notice). The biggest share 40% went the consortium “Iskraemeco d.d. & Oracle France SAS” for the supply of 1,104,000 meters and an Advanced Metering Infrastructure System (AMI system). The goal of the tender was to select top strategic supplier partners while ensuring procurement, implementation timelines, and future scalability for such a demanding and complex project.

Beyond the 600,000 meters already delivered, under the 1st implementation contract that now takes effect, the first 100,000 meters are expected to be delivered within 2025 to initiate the first end-to-end tests. The final deliveries are expected by 2027, while the new infrastructure, together with the smart MDM system, is expected to be fully operational within one year from now—by the end of May 2026—at which point an even larger array of services will be available to customers.

The duration of the framework agreement is set at eight years. Based on this agreement, HEDNO has the right to conduct new tenders using the mini-tender method, to assign additional volumes of smart meters up to a total of 7.7 million units required for the full replacement of old meters by 2030—or earlier if an accelerated installation plan is approved by the Regulatory Authority.

HEDNO is remaining committed to its promise of faster transformation and modernization of the energy market, has already installed 1,100,000 smart meters nationwide, strategically prioritizing installation for major customers, resulting in over 55% of the country’s energy being remotely metered.

 

Iskraemeco's contribution

Iskraemeco will deliver its IE.5 smart meters and Symbiot HES (Head-End System) delivered as a Software-as-a-Service (SaaS) model, including all related services and support.

Under the first deployment phase, Iskraemeco is responsible for supplying 1.104 million smart meters, representing the largest share (40%) among the selected vendors.

Project impact and expected benefits

The deployment of Iskraemeco’s smart metering solution will enable:

For consumers:

  • Real-time visibility into electricity usage, improved transparency and control. The electricity customer's metering data is collected, transferred and stored securely, problems from metering errors and estimated bills are avoided.
  • Dynamic tariffs and multi-tariff support, enabling cost savings based on consumption timing.
  • Access to energy insights and new services, including usage profiling and  personalized efficiency recommendations.
  • Market participation for prosumers. Smart meters allow the measurement of energy flows in both directions and its recording, with a resolution of 15 minutes, which translates into the ability for small producers to sell, store and supply energy to the grid when the market conditions are the most favorable.
  • Enabling customers to participate in advanced energy markets as flexibility service providers, with corresponding financial incentives—such as reducing consumption during peak demand or increasing it when there is excess generation. These flexibility services are accurately measured and verified through the smart meter, which functions as a gateway.

For the utility:

  • Faster outage detection and fault resolution.
  • Improving the quality of services provided to customers by avoiding metering errors and complaints about excessive charges and bills.
  • Enhanced forecasting for electricity production and demand, aiding grid stability.
  • Reduction in electricity theft.
  • Grid visibility and more efficient exploitation of distribution network. Near real time data collection from the network edges in combination with advanced analytics provides the ability to visualize the state of the network and offer innovative services, including EV charging, smart tariffs, and flexibility offerings.

This project aligns with EU directives 2009/72/EC and 2019/944 and supports Greece’s national energy and climate goals by enabling a low-carbon, digital energy system, and a strategic partnership.
