EnergyGuard TEF Launches Pan-European Testing & Experimentation Facility for Trustworthy AI in Energy
Madrid, Spain – EnergyGuard announces the official launch of its Horizon Europe funded project to establish an open, green, and robust Testing & Experimentation Facility (TEF) network across Europe. By integrating five major large-scale facilities with Europe’s greenest high performance computing infrastructure (Meluxina), EnergyGuard will enable innovators—particularly SMEs, startups and entrepreneurs—to develop and bring trustworthy AI products to the energy market in a cost-effective manner.
Project Goals & Impact
EnergyGuard’s primary goal is to accelerate the development and deployment of trustworthy AI solutions in the energy sector by providing: Real-world testing environments covering the full energy value chain, from generation (wind, photovoltaic, hydropower) to conversion (AEM, PEM, SO electrolysers; fuel cells) and consumption (EV charging stations, electric and public buses, battery storage).

A Testing and Experimentation Facilities (TEF) ecosystem, including:
The Portuguese Transmission Network (RDN)
CEDER-CIEMAT Microgrid DT with distributed energy resources
High-fidelity Hydrogen testing platforms at CEA LITEN, CARTIF, BER, and
CIEMAT
Local DT of multi-apartment buildings in Riga, Latvia
The Antrodoco Renewable Energy Community
Seamless access via curated digital assets—data, models, inference APIs,
services, and applications—through a unified AI development and testing
environment.
Interoperability with existing EU ecosystems (AIOD, Data Spaces, DIHs, other
TEFs).
An Acceptance Environment and an open AI risks database for
cybersecurity and trustworthy AI assessments.
Support for national AI regulatory sandbox initiatives and delivery of five pilot
cases in both the private and public sectors.
Facility Network & HPC Support
The EnergyGuard TEF network spans five countries—Portugal, Spain, France, Italy,
and Latvia—offering innovators access to fully instrumented laboratories and live
digital twins backed by Meluxina’s carbon-aware supercomputing. This unique
combination of physical infrastructure and HPC accelerates iteration cycles,
reduces development costs, and de-risks market entry.
