Flexibility to support Grid Planning: an overview of the activities of the FlexPlan H2020 project
A new Enlit Europe episode was recently released on the theme “Flexibility to support Grid Planning”. The episode provides an overview of the activities of the FlexPlan H2020 project, aimed at establishing a new grid planning methodology considering the opportunity to introduce new storage and flexibility resources in electricity transmission and distribution grids as an alternative to building new grid elements.
The first part of the episode featured four presentations on different aspects of the FlexPlan project: on the overall project approach (Gianluigi Migliavacca, RSE, Project Coordinator), on the new grid planning approach proposed by FlexPlan (Hakan Ergun, KULeuven/Energyville), on the pre-processor which proposes planning candidates (Raul Rodriguez, TECNALIA), on the build-up of the project scenarios (Björn Matthes, TU Dortmund) and on attention points on “flexibility” and its future role in grid planning coming from an attentive screening of EU regulation (Andrei Morch, SINTEF Energi).
The second part of the episode featured a panel among the speakers on the theme “Present and future needs for the European grid: how to enforce a future role for flexibility”, moderated by Mr. Migliavacca. The panel moved from two questions raised by Mr. Migliavacca: “Is flexibility still to be considered as a temporary solution for grid planning, as it was thought once upon a time by system operators, or future scenarios will provide flexibility with a more important role?” and “What regulatory barriers should be removed for a full valorisation of flexibility in grid planning?”. Speakers’ answers highlighted the following key points:
- DSOs are a fragile part of the chain, in order to get fit for a full valorization of flexibility and its role, they must abandon the “fit and forget” planning philosophy and invest in system monitoring;
- Aggregators’ business case may not be enough for them to play their part in the system: relevant regulatory actions are needed if we want to enforce an active role for DSM and storage in distribution grids;
- Right incentivization policies would also be needed to end users to put available flexibility for the system;
- Big storage solutions or small? The solution is likely in-between: big loads should for sure be targeted first, but DSM contribution has not to be overlooked too;
- TSO to operate or not operate electrolizers? What matters is possibly not who is going to operate storage, but to put the right regulation in place to avoid potential abuses;
